VertiCer is the institution in the Netherlands that issues Guarantees of Origin (GvO) and certificate of origin (CvO) for all sustainable energy carriers. A GvO is the only proof that energy has been generated in a sustainable way. A CvO is the only proof that electricity was generated from fossil sources.

Both GvOs and CvOs can be traded. VertiCer is the central point for all matters relating to this certification.

Who can become a trader?

If you want to register as a trader with VertiCer, you must meet the following condition:

  • A Dutch branch address
  • A Chamber of Commerce registration
  • A valid Dutch VAT number

How do I book Guarantees of Origin and Certificates of Origin?

For electricity and thermal energy GoOs/CoOs: 

As a trader, you debit the deployed certificates from your account and mark these certificates as used. 

You do this via VertiCer's trading portal. The manual for the trading portal can be found under 'Downloads'. 

You are not allowed to actively write off Guarantees of Origin for use in the future. Only when you, as a trader, have accidentally cancelled too many Guarantees of Origin, you may allocate the surplus to a period in the future, but only after consultation with and approval by ACM. In this context, a cancelled Guarantee of Origin may not be allocated to the consumption period beyond the date on which the relevant Guarantee of Origin would have expired and a cancelled Guarantee of Origin may not be transferred to another trader.

I like to deregister my trading account, how can I do that?

You can deregister your trading account by sending an e-mail to our Servicedesk, at [email protected].

In this e-mail, please indicate which Account holder ID your request relates to and the date by which the trading account can be deregistered. 

Please note that the end date can be set to the 1st day of the following month at the earliest.

How can I use GOs for renewable energy units (HBE) or the European Emissions Trading System (EU ETS)?

VertiCer offers traders the option of transferring Guarantees of Origin (GOs) to the Emission Authority (the NEa):

  • for HBEs; or
  • to increase the biomass content of natural gas used in a greenhouse gas installation (EU ETS).

This works as follows. The NEa has a trading account with VertiCer. You can transfer GOs to that account by means of a “transfer” transaction. You will find the NEa trading account in the VertiCer trading portal under the name: “Nederlandse Emissieautoriteit” (Dutch Emissions Authority). In the “reference field” for the transaction, you must indicate whether your transfer is intended for “HBE” or “ETS”. It is then up to the NEa to assess whether the GOs you have transferred meet the criteria that the NEa applies for those schemes. If the NEa assesses that the GOs do not meet the criteria, it will transfer those GOs back to you. This is only possible as long as the GOs are valid. The NEa cannot transfer expired GOs back to you. If the GOs meet the criteria, the NEa will redeem them at VertiCer.

VertiCer only facilitates the transfer of GOs. The NEa is responsible for the timely assessment of their content. Neither the NEa nor VertiCer is responsible if GOs:

  • expire during the assessment period; or
  • are rejected if they do not meet the applicable criteria.

We recommend that you always check the NEa website (https://www.emissieautoriteit.nl) for the current criteria used to assess whether the GO can be used for ETS or HBE.
